It looks to me like this circuit will provide:
1) Treble boost/cut ('TREBLE')
2) Everything-but-bass cut ;) ('BASS'), and
3) A tunable hi-pass response from the 'TREBLE' control output ('RESPONSE').
With the 'TREBLE' control set to full cut, the 'RESPONSE' control should add further treble cut at a progressively lower F3 (-3dB response point), and with the 'TREBLE' control set to full boost, additional treble boost at a progressively lower F3. 'RESPONSE' control behavior at in-between 'TREBLE' control settings would depend on pot tapers and interactions.
This is after all of ten minutes' reflection, but I think it's pretty close.
