I've got a PV Valveking that, when initially turned on, puts out no volume. Plugging into the FX return gets signal. When switched to the gain channel there is still no output , but when you turn up the reverb control, you get volume, but the tone controls don't function. After being on for 15-29 minutes, the volume fades in and the amp works, but the reverb still functions llike a volume control. I swapped out the relays,transistors. At the junction of R212 and C216, it reads 22VDC when on the clean channel and 14VDC when on the lead channel. I'm missing something, any help greatly appreciated.

It almost sounds to me like it is miswired. Has anyone pulled off the ribbon cables to the point they could be installed on the wrong spots?
The 14v power supply should stay at 14v I'd think.
Are all your tube heaters lighting up?
Are you the original owner? The amp has a long warranty.Education is what you're left with after you have forgotten what you have learned.
