Protection circuits aren't supposed to "reset". They are there to alert you to a problem in the output section and keep the speaker from getting DC and possibly catching fire.

You prob'ly have a shorted output transistor in one or both sides. Check there first.

the outputs on the amp are good. when the amp is turned on the protection lights come on normally and then go out. but with my amp they stay on so i have a problem in the protection circuit itself. some thing is not telling the relay to engage.

Possibly, but I wouldn't rule out a leaky/shorted driver or problem further up. Look for DC on the relay contacts that connect directly to the output section(s). If theres enough voltage there, the protect circuit will kick in and keep the speaker connection open.
