Hartke LH1000 balance ??

I have an amplifier that the customer says the balance does not work. Not being familiar with the Hartke lh1000 I read the user manual. It looks like it is for running dissimilar cabinets on cha and ch b to balance the output sound say 1 15 on ch and a 2x12 on ch b. I put audio in the passive jack and put a speaker on ch A and move the balance and you can hear it take away or add signal depending on + or - of the 0.
I repeated this on ch B same thing. Am I operating this correctly ? I believe I have verified it does work. Next I want to call the customer and see what he is running on each CH and see if he understands it the same way. Any other questions one would ask?
