Fender Tweed/Marshall question

On the last tube stage before the PI in a Marshall or Fender Tweed (the stage with the tone stack), there is no plate resistor, and there is a very high value cathode resistor.

Will someone fill me in on why this stage is set up this way? Just trying to get a better understanding...
