According to the schematic V5 pin 3 should have +2Vdc ,and pin 8 +13 Vdc. Also V5 pin 1 is showing high by the schematic (which shows 2 different voltages 270,and what looks to be 300),and pin 6 low. 
 V6 3,and 8 look a little low at 139Vdc. The schematic shows 165Vdc.  
V4 pins 1 and 6 look to be about 20-25Vdc high by the schematic.
