Well it's working! I changed C62 out with the correct non polarized version and it started working. The part that I was confused about all along was if the waveform should be moving or not. I checked with the oscope as soon as i powered it up and the waveform was pulsing so I knew it was fixed. I don't know why that fixed it but im thrilled it did! Thanks a bunch to you guys that spent so much time trying to help me. I really appreciate it!
