Many amps "wake up stupid" through a bulb limiter, can NOT handle a load and behave as shorted.
So turn amp OFF, wait a few minutes for everything to discharge, turn it ON again with all controls on zero and NO load of any kind, neither speaker nor resistor.
Bulb limiter should blink (capacitors charging) and then almost turn off.
Check DC voltage at speaker out, if zero you can safely connect speaker and play at low volume, 1 or 2 Watts, table top radio volume, just to check everything works.
If so, you can plug amp straight into Mains, no limiter.
