Tweed to BF tone circuit output loss

I changed a Fender tweed style Vol-Tone tone stack to a BF Fender style Vol-Treble-Bass tone stack and the power output is half of what it should be. The b+ is correct at every point in the entire circuit, power section included, that there is b+. I know that this preamp circuit inherently has a lot less gain than the tweed circuit but not this much. There is definitely a problem here. The new circuit is nearly identical to a AA964 Princeton now and was nearly identical to a 6G2 Princeton before. I have done this more times than I care to remember but have never had this problem. I can't see how this wouldn't be normal. A BF tone stack scoops the mids (which is where much of the energy lies) to < 1/15 of their previous level (6k8/100k+6k8).
The BF power amp may have a little more gain and perhaps the volume control has a steeper taper at the bottom end.
Check that you've got the power amp global feedback ok and consider a linear taper volume control.
