Trace Elliot RAH600SMX power amp fan speed

There's a thermostatic fan fitted to these models. The amp I'm working on is paired with the T/E GP12SMX preamp in an integrated rack-mount unit. When the amp is switched to 'standby' the fan runs continuously at full speed.

Is this correct for this amp?
