      according to the description my multimeter (Craftsman 82082) has a signal generator. Scoured the net for a “how to” but nothing.

        Even if it did, you will not be able to use it for sig. gen. and measure voltage at the same time. And you need to do that.

          Oil, I get that. So I downloaded an app, will send the signal to input 1 via a 1/8” to 1/4” splitter. Is the 4mV measurement a function of pot volume?

            The 4mV should be at the input jack. So you will have to adjust the output level of the app device. The amp pots should all be set at 50% as stated in the notes on the schematic.
