Yes that is standard set up for the ground switch, either side of the AC line gets connected through the cap to ground.
So it looks like what happened is the original power switch got toggle broken off, but is in 'on' condition. The added switch is in series with the AC white wire. Ground switch is doing it's usual thing.

Best practice is to rewire as outlined by The Dude in post #5 above.

Had a real amp tech figure it out. Took him a few minutes.
Puts out 50 watts at 8 ohms, but has 2 speaker jacks so can run at 4ohms no prob.
This is what it sounds like with the matching 115 cab with an 8ohm EV in it.
