Elektrisola PE with rough insulation

I have a spool of PE that I bought a while ago & I have trouble when it goes through felt tensioner it effects my tension because of its rough surface ,You can feel its not smooth in some places.
You can observe it when snags & slightly tugs on my tensioner ,not at the point of breaking but I think it my tension is effected quite a bit
I don't think it's the way its spooled
