if you can find stock of solid steel rod to the correct diameter, then any machine shop or laser cutting shop should be able to cut them to size. you will then have the issue of plating them which I guess should not be too expensive if you go for nickel. I had screws barrel plated in nickel and they charged me around 150AUD for 2000 screws.
as always, the larger the qty, the cheaper it works per piece
You want a machine shop with a "Swiss screw machine" or a cnc lathe with a bar feeder. Otherwise they'll charge you by the hour to sit there and make them.
