WEM Copicat tape echo - no echo

Hi, I am repairing my Copicat Super IC, 6 heads - no echo at all. I measured the voltages on BFY51s, C=15V, B=3,7V, E=3,7V. I tried to replace them but the voltages stays the same. The resistors are OK (100R, 10K). Anyone who solved this before? Thank you!
