Fender Twin amp nasty buzz

Im working on a Fender Twin amp and on the distortion channel there is a nasty buzz when turning the gain knob. Kinda sounds like a ground problem but fluctuates frequency when you turn the knob. Any suggestions?

Have you tried swapping the preamp tubes around? Exactly what model Twin is this? I'm not aware of any Fender Twin with a "distortion channel".
