Premier Twin 8 hum-electrolytic in tremolo circuit?

My Premier Twin 8 has a hum; not as loud and obnoxious as the hum you get from dried up filter caps, but noticeable. It's volume goes up and down with the volume control on the amp, and of course you can't hear it when you're playing through the amp. I've replaced the filter caps and the cathode bypass cap on the 6L6, but there's an electrolytic cap in the tremolo circuit that I haven't replaced yet. Could that cap be what's causing the hum, even though I have the tremolo turned off?

Is there not a way to monitor the amplifier with a meter?
Check the preamp B+ voltages for excess ripple.
Hook up your test leads to the tremelo cap & observe it.
Placing a same value cap across a suspicious cap can help to identify a bad cap.
If the issue changes for the better, replace the cap.

Thanks, Jazz P Bass. I know "Check the preamp B+ voltages for excess ripple" means check for AC voltages where there should only be DC voltages, but how do I do that with a meter?

Set the meter to 'read' Vac.
I do not know which meter you have but most of them can read Volts dc & Volts ac.
I must confess to being spoiled.
I have (3) Fluke meters.
