Ampeg Reverberocket 2 Tremolo Stuck on Same Speed/Intensity

I have a newly acquired '67 Ampeg Reverberocket 2, and it definitely needs some TLC. It does sound nice, but its a little weak sounding. Also, when the tremolo is engaged, the speed and intensity do not change when I adjust the controls. They are "stuck" at one setting, which is fairly fast and moderately deep. The trem does turn on and off, so its not the footswitch. Where should I be looking?

could it be that the controls are damaged, or the circuit board is cracked?
