Deluxe Reverb 5U4 problem

I have a 68 deluxe reverb. Recently, while replacing all tubes, I tried to power up and blew a fuse.I backed up to the old tubes and replaced the tubes one at a time. The amp works with the old 5u4 but not with either of 2 new ones. What should I look for?

go to this site: http://www.geofex.com/

in the left upper corner you will find "tube amplifier debugging page". then go to "pops fuse"...
