I think that all you need to do (circuit wise) to run 6V6 instead of EL84 is to change that 120 Ohm shared "auto-bias" resistor in the output tube cathodes to 270 Ohms.
All the rest is just putting in octal tube sockets and the rewire associated with that.
High Voltage levels should not be a problem and the Output Transformer requirements are identical.
6V6 draw 0.45A Heater current compared to 0.76A for El84 so that won't be an issue.
Yes 6V6 will require more drive but there is no shortage of drive capabilty in the existing phase splitter circuit, no changes required.
