Chuck, Of course, you want to look for good quality punches on e-bay. There are plenty to be had. There are a lot with very close up photos where it's very easy to see the condition of the punches. I wouldn't buy one that isn't in good shape already.
As I said, you need to take care of them (oil, resharpen when needed), but my experience so far and from reading a number of comments I've read about Greenlees on amp forums along the lines of, "I've had mine for 40 years and they're almost like new," I think if you were to use it for a dozen or two dozen punches, you'd be able to resell it in virtually the same condition that you bought it. I'm not talking about ripping anyone off. From lowell's posts, it sounds like he just needs to punch some holes for this one project and then he'd be done with it, which is why I suggested this route.
