Wiring question on 5e3 layout I'm working on.

I have highlighted the two problem area's in question. Basically, all I want to know is what exactly are this two area's asking me to do. Weld these wires to the Power transformer? Ground them? I'm just unsure at this point and concrete instructions would be dully noted. Thanks.

Stuff a couple of solder tags under the PT bolt mounting nuts so that they are screwed tight down against the chassis. They are now grounded. Solder the highlighted wires to the solder tags, they are now grounded.

I have followed this wiring scheme. No noticeable noise, works fine!
