I've assembled most of the parts to build a 5E3. One problem seems to be my lack of understanding and/or finding whatever it was that they made the terminal board out of. This is the black cardboard looking stuff the passive parts are terminated on. I'm hoping that it's something I can mount terminal lugs on as needed??? Please educate me.

It's a pair of fibre boards, one is blank (apart from 2 mounting screw holes) & insulates components from the chassis, the other has brass eyelets which hold the component legs. Mojotone do the original style eyelet boards as do Weber VST.
You could also order a purpose built, "5E3" epoxy eyelet board, or turret board from Turretboards.com or theairtightgarage.com . These are usually mounted on standoffs to keep the rear of the board & subsequently the component legs/connections, away from the chassis.
