Yes, widely more available polarized caps can stand a small reverse voltage.

The Roederstein paper mentioned above says:

natural oxide layer as a dielectric with
a blocking effect of just 1 V to 2 V.

and

permissible reverse voltage up to 1.5V

Using positive end towards Op Amp output or *any* "near 0V" terminal is just an unwritten convention which works.

NE5532 has an input bias current of nearly 1uA. This will cause a voltage drop of 0.475V across the feedback resistor making the output (pin 1) -0.475V
