It does not look like all the input jack pins are soldered to their traces on the component side of the board. That needs to be done. And check resistance from ferrite bead R24 to those input jack pins.

Maybe I should not have done that hard wire connection on the bottom side as there is a trace on the top side that does that.

I figured out that the +/-15 and 5V supplies ground was coming from the FX loop board via the reverb board and since it was not reliable I hard wired a new connection at the junction of D6 and D7. I now have a solid loud signal at the output.
Next step is to reinstall the reverb board and see if the reverb and pilot light are working.
