DSL JCM2000 - Phase Inverter Hum/Voltages

Hi can someone help me figure out what voltage measurements should be for the PI on a DSL JCM2000 head? This stage is causing hum issues and I've narrowed it down to this stage for sure.

also how quiet has everyone found these amps to be w/ nothing plugged in? You cannot hear any hum until you put your ear literally up to the speaker... then there is a bit. Is this normal in everyone's experience or should there be NOTHING.
