HMMMMM? This sounds like one over at the MM boards! Anyway, those thing are junk. Wire around it and try it. That amp has a SS rectifier so chances are it's OK. If the tubes are junk, that could be tripping it too but I'm betting on junk neon lamp.
PS-If you're concerned abou smoking something, wire yourself up a test lamp with a 110v ligt bulb in line with the + side of the power chord. This will serve as your second fuse. If the lamp glows a dark orange with a 60 watt bulb or so in it, it's ok. If it's bright, like a full out light bulb, it's pulling too much current but the bulb will stop the fuse from blowing.
