No. A fuse is designed to just blow, not glow. It is the glowing action that makes it work as a limiter. As the bulb turns on it heats the element, the heating then increases the resistance of the wire. The increased resistance forms a voltage divider with the impedance of the driver & reduces voltage drive to the HF.
A fuse will just heat up with no glow and then suddenly blow.
A lot of speaker manufacturers use 12volt automotive bulbs (although there are better, more linear choices). Get a few different 12V automotive bulbs and use whichever one seems to work the best. The "bulbs" used by professional speaker manufacturers are almost always 12v at anywhere from 0.3-2amps of current capacity. A 0.5 amp or so auto bulb ought to protect a low power HF.
