I found this on the net and thought it would be useful for testing all those loose OpAMps laying around your bench. It's for dual OpAmps but it would be easy to build a single OpAmp tester too. I hope the attachments show up.

Not bad for a very fundamental test as you mentioned for opamps lying around the bench or one's you might scavenge from your scrap board pile. That way you wouldn't have to solder them in something to find out they are bad.
Of course it can tell you if the device is noisy. At like .25ea it might be more reasonable to just have a good stock of them around & know for sure the ones you're installing are good.
