Marshall Specialist tremolo not working

Hi all- working on a Marshall Specialist and the tremolo won't work for me. The footswitch is checking out good and so are the speed and intensity pots- not sure where to go from here. These were only made for about a year or so so it's been difficult trying to drum up any info about them. This is the only schematic I could find:

If the trem oscillator is not running, check all of the caps in the circuit as well as the resistors.

The usual shotgun approach is to replace all of the caps and then see if it works.
