As noted volume drops off on higher levels amp was retubed what next?

How about a little more information. How long is the amp running before the volume starts to start? Is it a gradual or sudden drop? How hot is the amp controls to the touch? - this is known issue with these crates running extremely hot. If this wasn't a problem before the retube, can you put the old tubes back in to see if problem goes away?
