The schematic shows an "Insert" jack. Turn down all of the amps controls, plug your guitar into the insert jack and see if the noise is still there.

If it is, then the problem is in the power amp or power supply.

If it stops, then the problem is in the preamp section.

ok. so through the process of elimination i have determined that the "Insert Jack" is most likely my Effects Loop jack since Foot Jack and External Speaker Jack is accounted for on the schematic. When i plug anything in to the effects loop jack the static does go away. in fact i dont hear anything coming from the speaker.

Did you try a signal into the FX/Insert jack?

Even your guitar strummed hard should make some sound out of the speaker.
