Blues Jr reverb problem?

Hey guys, I have a Blues Jr that doesn't have any reverb. Could the tank be dead,or is there something else going on there? All the wires going to the tank seem to be connected ok. Any suggestions? When I remove(unplug) the black wirefrom the tank there seems to be alot of power there when I touch the cable input.Thanks in advance.

The tank itself can be a weak point. No affiliation but BillM has good information about how to troubleshoot the tank itself and a diy repair if you are so inclined.
