    Little update here, I replaced all of the ICs with brand new ones, and checked the solders of the sockets on the board and I now have control of the volume, but the crackling and popping is still there.

      Firstly, the crackling is not present at the fx send, correct?
      If this is true maybe one of the plate resistors for V2 or V3?

          I have assumed you already tried swapping good preamp tubes in and have confirmed this is not the problem.
          The plate resistors are R3 and R4 for V2, R22 and R23 for V3.

            Yep I swapped the tubes out, thats not the problem. The tube sockets are alittle loose though so I'm going to check that out and I'll check those resistors.

              Ok so I reflowed some sketchy solder joints and there is some signal coming out of the amp now but it comes in and out, and still has the static and popping. But it seems the gain controls work and the eq works somewhat as well.
