SVT B-2r fan no working

has anyone come across a problem w/ the fan not turning on in these amps? I tested the fan and it is good, also resoldered the board and checked Q18 and it appears to be good. I checked for open resistors and haven't found any,,, yet.
Any idea?

Is the circuit temperature dependant?

Here's the schematic, ,, but after running it for about 30-40min on a generator the fan came on. I guess the double resoldering of Q18 did it. I put a bit of lead wire on the trace a ways and soldered it. Q18 has a one of those heat sinks on it that isn' t fastened or soldered to anything so the transistor and the sink probably flop around when things get shaken.
But I think it's fixed for now.
