I ordered an ESR-Micro 3.1 from the maker and it got here from Russia for $60, including batteries. It reads ESR, capacitance, and can cycle back and forth.
The guy who makes them solders sewing needles onto the alligator clips which makes it easy to take readings on boards or tightly packed components.
