Marshall G80RCD trouble

The speaker work and sound comes through when notes are played but they sound like farts or a weird compression. I have the board out and found R99 not to be soldered onto the joint. After soldering the lead, this only gave my a constant sound as before it was intermittent. I also can't find IC4 on the board to test voltage on page 3. On page 4 of rev 4 of the schematic, R98 tests 14.9V and R82 tests -16.66V.
