Is it customary to cut the 270ohm and 2200pf cap , R26 and C11 out of the circuit?
    What is there purpose?

I don't know that it is customary to yank stuff out of any amp. Maybe guys do it sometimes.

It is a filter put there for stability, it helps reduce potential for parasitics.

If you dig that dark smokey blues tone that amp will impress you at the music store. But a little time with the amp kills the charm. That amp sounds much better with that cap lifted, as long as it doesn't become unstable.
