I have a Fender roc pro 1000 and every time i put a fuse (4a 250v) in it , it burns out in like 3 seconds. What can I do? Tanks

This is not going to be a matter of plugging a new part into a socket, like changing a tube. You have a blown output stage, or at the very least a shorted rectifier in the power supply. This will require removing the main circuit board from the chassis then soldering and removing parts from the circuit board. And the use of a meter.
Unless you have a meter and know how to use it, and are prepared to do component level repair on teh circuit boards, your amp needs to go to a competent amp tech.
Just for reference, in a shop like mine, your amp would probably cost in the $75-100 range to fix. Check your local shops for rates.Education is what you're left with after you have forgotten what you have learned.
