Uninstall wire between pin8 (cathode) and the chassis.
Between pin8 (cathode) and the chassis install resistor 1 Ohm / 1W

My twin reverb is a 66' not a reissue
but perhaps the bias resistors are the same?

I do believe the correct term is "sense resistor".
It has nothing to do with the bias.
