The order of tubes. Blackstar HT-100

Hello. I bought used HT-100, but our Russian Post broke tubes. Now problem:
I'll buy new tubes, but i don't know where must ECC82 install. Help, please.

I would have to say the phase inverter.
Electrically, it will be the last preamp tube before the power tubes.
