I've shorted pin 2 to pot to various ground points on the chassis and believe it or not there's still signal leaking! I'm getting 0.5-1 ohm readings between it and the chassis regardless of what ground point I'm shorting it to.

The reason why i was getting 60-120 ohm previously was the center leg of the pot.. i noticed that i was getting inconsistent resistances between it and the grounded leg (despite having tested it out of circuit after thoroughly cleaning it) and i realized that by applying pressure towards the faceplate I could get it down to about 10-12 ohm. After bending it sliughtly, i'm getting those readings consistently now. This has reduced the signal level to about the same level as with the pin 2 shorted to ground.

From the input jack signal seems to reach a 68k resistor, then a 470k resistor to ground. Have you tried grounding pin 2 of the pot to that ground point?

i did - no difference. that's the point connected by the raised red wire across the tag board screw to the other ground point near the blue electrolytic

Try adding another 10uF capacitor from the +B feeding the 100k plate resistor of V1a to that same ground spot. You have room in there between the ceramic disk cap and the two resistors by the blue capacitor.....Maybe the other 10uF cap is allowing V1a to modulate the +B line....

unfortunately i ran out of time and had to give back the amp to my friend who needed to use it last night before i could try this. i will be able to continue on this at some point, i think.. thank you so much for the assistance
