As frustrating as it is, I still have to treat it as a learning experience. This was just one of those unfortunate cases where, having exhausted every possible cause of the problem and literally verifying the proper operation of every component on the board, I'd gotten to the point where something had to be wrong with either my measurements or the conclusions I was drawing from them. It was my own error the whole time.
