According to the schematic, F2 (1 amp slo blo) is the Fil- & the -24V fuse.
The schematic may be labeled differently than the amp.
I see three connectors on the BDM1 board .
X1: 5 pin/ foot control.
X2: 5 pin/ programming
X3: 20 pin
Just what number they correlate to on the main board I do not know.
Float each of those lines one at a time and see what is drawing the current.
The last one I worked on had a bad +15 volt regulator.
The regulators were not properly heat sinked.
They would overheat.
I would suspect something like that...
