1989 Fender the Twin head

I've got a Fender the twin head with lots of obvious pcb damage. Any one have any decent ideas what to convert this into should the tranny's test ok?

Can you give some voltages, etc? Does this amp hang the tubes or are they upright? What is the tube compliment?
