Ampeg Gemini- no trem

Alright, what am I missing here?

Got an Ampeg Gemini I, and the trem oscillator won't oscillate BUT the "After Beat" does work.

I replaced the .047uf caps, checked all the resistors, the lamp works, all voltages on the tube are normal, hit the footswitch off and on rapidly and it osciallates, what am I forgetting?

It looks to me like the afterbeat feature would work with V7 removed. It just makes the neon lamp blink off. That leaves the tube, the cathode bypass cap and the Speed pot as possible causes or something like moisture absorbed by the eyelet board.
