Not much else will cause those fuses to go aside from bad power tubes. Possibly a bias problem but much more likely the tubes. Tubes brand new out of the box can be bad, and there is often no sign before failure.
Save yourself a lot of time and verify you have good power tubes before trying to find the problem anywhere else.

And if you find you do need power tubes, you probably shouldn't just plug them in. There could be other issues cause by the failure or that may have caused the failure. If the tubes are only two months old try taking the amp back to where you had it serviced. Don't say anything about a delay. Just "the amp made loud noises and blew the fuse and now it doesn't work." Maybe followed by "I know it's been two months, but how long should my tubes last?" These two statements together will put the technician on their honor. They will probably want to diagnose the issue right away to determine that it absolutely WASN'T their fault. If this happens you need to let him/her know that you only came in to see if they could help and that your not sure you want to spend anymore money on the amp. The tech, unable to control the need to know, will likely wave any diagnostic fee. I would... Hell, I do. That's what we do here.
