Welcome to the place. The reverb lock presses a foam pad onto the springs so that they will not be damaged in transport. If you try and use the reverb while it is still locked, there will be little or no reverb effect.

So to answer your question the lock must be off (metal tab out) when you use the amp and pushed in when moving the amp.
