I've got a Premiere amp with a shocking problem. Well, OK, more of a tingling problem. There's approx. 9.7vac on the chassis. Can someone list some common causes of AC leakage like this?

"Premiere"? Don't know the schematic from just that.
If it's a two-wire AC power cord, could be the death cap/switch leaking. Could be the transformer leaking. Could be a stray AC wiring strand brushing the chassis. Could be contamination on wiring or inside a switch leaking, could be a heater winding shorting to chassis, could be any AC wire. Could also be one of the PT secondaries leaking to chassis, as they all have a ground to chassis through signal ground. Could also be a leak inside the PT, although this is unlikelier than other things already listed.
If it's a three-wire AC power cord, there are Big Problems.
The real cure is to go through all the AC wiring. There's really not that much of it. And if it's two-wire, make it three-wire.Amazing!! Who would ever have guessed that someone who villified the evil rich people would begin happily accepting their millions in speaking fees!
Oh, wait! That sounds familiar, somehow.
