selmer zodiak T n B 100 tremelo blows fuses

I have a Selmer Zodiak Treble and Bass Tremelo 100 head found here in a barn in Maine (USA) with the original cover on it. Woman who gave it to me was going to throw it in the trash! She also gave me a Goliath 50 watt cabinet in mint shape with the original cover also. It blows the HT fuse constantly when turned on but the tubes continue to glow ---all at the same brightness. I pulled all the tubes out and replaced the 1amp fuse and now the 3 amp fuse blows and not the 1 amp HT. The amp had been retrofit to use USA standard current. I notice a low humming noise even with the fuse blown. Any ideas?

If your not experienced with electronic repair you need to take the amp to a tech. If you are experienced then check the PT. If the PT is doing what it should check the rectifier. If the rectifier is doing what it should check the filter caps. Etc. etc.
